The World Press Cartoon OEIRAS January 1, 2024 and May 15, 2025

World Press Cartoon 18th edition will take place in the autumn of 2025, once again in Portugal, now back in the Lisbon Metropolitan Area, in the municipality of Oeiras.
The show continues to feature an attractive structure of 10 prizes, including a Grand Prix worth 10,000 Euros. We maintain the levels of rigour and quality that have made us the reference salon for graphic humour in the Press.
As the exhibition has not been held in the last two years, and as an exception, cartoons published over a longer period will be admitted to the competition:
From 1 January 2024 to 15 May 2025.
Please note that works that the authors consider to be of higher quality, but for which there is no proof of publication, may also be selected for the exhibition and published in the catalogue. In this case, the cartoons will be admitted under OC (out of competition) condition. The authors will thus have the opportunity to submit their best works in each of the exhibition’s categories.
At a particularly difficult moment for journalism around the world, at a time of multiple crises in the press, economy and world politics, the World Press Cartoon continues to be a hymn to freedom of expression. Distinguishing, exhibiting, publicizing and rewarding the best editorial cartoons, humour drawings and caricatures from different cultures is always our goal.
The World Press Cartoon OEIRAS 2025 is therefore the salon that professional cartoonists must not miss!

The World Press Cartoon OEIRAS January 1, 2024 and May 15, 2025

Rules:
1. NATURE AND SCOPE OF THE SALON a. The World Press Cartoon Oeiras 2025 (WPC Oeiras 2025) includes three categories: Editorial Cartoon, Caricature and Humor Drawing.
b. Editorial Cartoons are considered works that deal with specific current themes and events.
w. Caricature is considered to be caricature works in the strict sense, with only humorous portraits being permitted.
d. Humor Drawings are considered works that deal with themes that are not directly related to current events.
and. Authors must submit works that they consider to be of the highest quality to the competition, but as it is an international event, characters, themes and events of more universal reading are the most appropriate.
2. IDENTIFICATION OF WORKS AND AUTHORS a. Each work entered into the competition must be accompanied by a registration form, filled out completely and legibly.
b. The registration form must be pasted on the back of the corresponding work.
3. ADMISSION OF WORKS a. Works published between January 1, 2024 and May 15, 2025, in newspapers or magazines with regular periodicity and for sale to the public, or in online publications of a recognized journalistic nature, will be accepted in the competition.
b. Authors can submit up to six works, two for each category of the exhibition: Editorial Cartoon, Caricature and Humor Drawing.
w. If they are made using traditional techniques, only original works are admitted to the competition, not reproductions.
d. In the case of works created using digital or mixed techniques, high-resolution prints are accepted, provided they are signed by the author, and the techniques and software used must be included in the registration form.
and. Works carried out using Artificial Intelligence tools are not accepted.
f. The format of the works cannot exceed the standard European size A3: 420 x 297 mm.
g. Works from news organizations published on paper must be accompanied by the full page on which they were published, as well as the first page of the newspaper or magazine to which they correspond.
h. Works from online media outlets must be accompanied by a print-screen of the page on which they were published, showing the date and title of the newspaper or magazine to which they correspond, and the respective public access link must also be included on the registration form.
I. Works with captions or other text must be accompanied by the respective translation into English, to be included, clearly legible, in the registration form.
j. Works competing in the Caricature category must include in the entry form the identification of the character portrayed, namely: name, nationality and media relevance.
k. Works must be sent to the address made available to authors by the organization, with a deadline for receipt of May 31, 2025. 4. COPYRIGHT a. The act of registering a work implies the formal transfer of the respective reproduction rights for non-commercial purposes.
b. The award-winning works and those distinguished with honorable mentions become the property of the WPC Oeiras 2025 organization, whose ownership belongs to WPC, Lda., implying the transfer of the full copyright of the work, in accordance with the legal standards in force in the Portuguese legal system.
5. PACKAGING a. The works must be sent in flat packaging, between two rigid cards.
b. The following statement must be clearly visible on the front of the packaging: NO COMMERCIAL VALUE.
6. COMPETITION a. It is up to the WPC Oeiras 2025 organization, under the guidance of the director of the exhibition, to select the works that will be included in the exhibition and the respective catalogue.
b. The prizes and honorable mentions will be awarded by an international jury of five members, including the director of the show, who presides over it.
w. Jury decisions are made by majority and are final.
d. Depending on the assessment made of the quality of the works entered into the competition, the jury may decide not to award all of the prizes provided for.
7. PRIZES a. 10 prizes will be awarded, according to the following structure: GRAND PRIX €10 000 EDITORIAL CARTOON CARICATURE COMEDY DRAWING 1st Prize €3000 1st Prize €3000 1st Prize €3000 2nd Prize €2000 2nd Prize €2000 2nd Prize €2000 3rd Prize €1000 3rd Prize €1000 th Prize €1000 b. The award-winning authors will be invited to participate in the award ceremony and the opening of the exhibition.
w. The Grand Prix will be chosen from the top prizes in the three categories of the show.
d. The author awarded the Grand Prix will receive exclusively this cash prize, which will not be accumulated with the value of the first prize in the category he/she won.
and. Prize amounts are subject to deduction of the legal tax in force at the time of award.
f. The awards are symbolized by trophies and authenticated by diplomas.
g. Works awarded honorable mentions will be symbolized by medals and authenticated by diplomas.
8. EXHIBITION AND AWARD CEREMONY The exhibition of the selected works and the award ceremony will take place in the municipality of Oeiras, Portugal, in the last quarter of 2025, on a date to be announced.
9. CATALOGUE Participants with works selected for the exhibition will receive a copy of the respective catalogue and a certificate of participation.
10. RETURN OF WORKS AND OTHER SHIPMENTS a. Authors awarded honorable mentions will be sent medals that symbolize them.
b. The originals of the works entered into the competition will be returned to the authors, whether or not they are part of the exhibition, with the exception of works that have won awards or received honorable mentions.
w. Works submitted for bidding through reproductions will not be returned.
d. The author must indicate on the registration form updated and complete details of the postal address to be used for returning works and sending catalogues and certificates, including the street, house number and other useful references, locality, postal code and country.
and. Neither PO boxes nor post office boxes are accepted as postal addresses.
f. The WPC Oeiras 2025 organization will not resend orders returned by the postal services, so authors must communicate in good time any change in their address after sending the works for the competition.

Dünya Basın Karikatürü 18. edisyonu 2025 sonbaharında yine Portekiz'de, şimdi tekrar Lizbon Metropol Alanı'nda, Oeiras belediyesinde gerçekleşecek.
Gösteri, 10.000 Euro değerinde bir Grand Prix de dahil olmak üzere 10 ödülden oluşan çekici bir yapıya sahip olmaya devam ediyor. Basında grafik mizah için referans salonu olmamızı sağlayan titizlik ve kalite seviyelerini koruyoruz.
Son iki yıldır sergi açılmamış olması ve istisna olarak daha uzun bir süre içinde yayınlanmış karikatürler de yarışmaya kabul edilecektir:
1 Ocak 2024'ten 15 Mayıs 2025'e kadar.
Yazarların daha kaliteli olduğunu düşündükleri ancak yayın kanıtı olmayan eserlerin de sergiye seçilebileceğini ve katalogda yayınlanabileceğini lütfen unutmayın. Bu durumda karikatürler OC (yarışma dışı) koşuluyla kabul edilecektir. Yazarlar böylece serginin her kategorisinde en iyi eserlerini sunma fırsatına sahip olacaklardır.
Dünya çapında gazetecilik için özellikle zor bir zamanda, basın, ekonomi ve dünya siyasetinde çok sayıda krizin yaşandığı bir zamanda, Dünya Basın Karikatürü ifade özgürlüğüne bir ilahi olmaya devam ediyor. Farklı kültürlerden en iyi editoryal karikatürleri, mizah çizimlerini ve karikatürleri ayırt etmek, sergilemek, duyurmak ve ödüllendirmek her zaman hedefimizdir.

Kurallar:
1. SALONU NİTELİĞİ VE KAPSAMI a. Dünya Basın Karikatür Oeiras 2025 (WPC Oeiras 2025), Editöryal Karikatür, Karikatür ve Mizah Çizimi olmak üzere üç kategoriden oluşuyor.
B. Editöryal Karikatürler, belirli güncel temaları ve olayları işleyen eserler olarak kabul edilir.
w. Karikatür, dar anlamda karikatür çalışması olarak kabul edilir; yalnızca mizahi portrelere izin verilir.
D. Mizah Çizimleri, güncel olaylarla doğrudan ilgisi olmayan temaları işleyen eserler olarak kabul edilir.
Ve. Yazarlar yarışmaya en yüksek kalitede olduğunu düşündükleri eserleri göndermek zorundadırlar ancak uluslararası bir etkinlik olması nedeniyle daha evrensel okunacak karakterler, temalar ve olaylar daha uygundur.
2. ESERLERİN VE YAZARLARIN TANIMLANMASI a. Yarışmaya katılan her eserle birlikte eksiksiz ve okunaklı olarak doldurulmuş kayıt formunun gönderilmesi gerekmektedir.
B. Kayıt formu ilgili eserin arkasına yapıştırılmalıdır.
3. ESERLERİN KABULÜ a. Yarışmaya, 1 Ocak 2024 - 15 Mayıs 2025 tarihleri arasında düzenli periyotlarla yayımlanan ve kamuya açık olarak satılan gazete veya dergilerde ya da gazetecilik niteliği taşıyan tanınmış internet yayınlarında yayımlanmış eserler kabul edilecektir.
B. Yazarlar serginin her kategorisi için iki eser olmak üzere en fazla altı eserle katılabilecek: Editöryal Karikatür, Karikatür ve Mizah Çizimi.
w. Yarışmaya geleneksel tekniklerle yapılmış eserler dışında yalnızca özgün eserler kabul edilir, reprodüksiyon eserler kabul edilmez.
D. Dijital veya karma teknik kullanılarak oluşturulan eserlerde, eser sahibinin imzası olması ve kullanılan teknik ve yazılımların kayıt formunda belirtilmesi koşuluyla yüksek çözünürlüklü baskılar kabul edilir.
Ve. Yapay Zeka araçları kullanılarak yapılan çalışmalar kabul edilmemektedir.
F. Eserlerin formatı standart Avrupa boyutu olan A3: 420 x 297 mm’yi geçmeyecektir.
G. Haber kuruluşlarının kâğıt ortamında yayımlanan eserlerine, yayımlandığı sayfanın tam metni ve ilgili gazete veya derginin birinci sayfası eklenmelidir.
H. Çevrimiçi medya kuruluşlarından gelen çalışmalara, yayınlandığı sayfanın ekran görüntüsü, yayınlandığı gazete veya derginin tarihi ve başlığının gösterilmesi ve kayıt formunda ilgili kamuya açık erişim bağlantısının da eklenmesi gerekmektedir.
BEN. Altyazı veya başka metin içeren eserlerin, kayıt formuna açıkça okunabilir şekilde İngilizce çevirisinin eklenmesi gerekmektedir.
J. Karikatür kategorisinde yarışacak eserlerin, katılım formunda canlandırılan karakterin kimliğini; adı, milliyeti ve medya ilgisi gibi bilgileri içermesi gerekmektedir.
k. Eserler, kuruluş tarafından yazarlara bildirilen adrese, 31 Mayıs 2025 tarihine kadar gönderilmelidir. 4. TELİF HAKKI a. Bir eserin tescili, ilgili çoğaltma haklarının ticari olmayan amaçlarla resmen devredilmesini ifade eder.
B. Ödül kazanan ve mansiyon ödülüne layık görülen eserler, mülkiyeti WPC, Lda.'ya ait olan WPC Oeiras 2025 kuruluşunun malı haline gelir ve bu, Portekiz hukuk sisteminde yürürlükte olan yasal standartlara uygun olarak eserin tüm telif hakkının devredildiği anlamına gelir.
5. AMBALAJ a. Eserler düz ambalaj içerisinde, iki sert karton arasına konularak gönderilmelidir.
B. Ambalajın ön yüzünde şu ifade açıkça yer almalıdır: TİCARİ DEĞERİ YOKTUR.
6. REKABET a. Sergi direktörünün rehberliğinde WPC Oeiras 2025 organizasyonu, sergide ve ilgili katalogda yer alacak eserleri seçecektir.
B. Ödüller ve mansiyonlar, yarışmanın yönetmeninin başkanlık ettiği beş kişilik uluslararası jüri tarafından verilecek.
w. Jüri kararları çoğunlukla alınır ve kesindir.
D. Yarışmaya katılan eserlerin niteliğine ilişkin yapılacak değerlendirmeye bağlı olarak jüri, öngörülen ödüllerin tamamını vermemeye karar verebilir.
7. ÖDÜLLER a. Aşağıdaki yapıya göre 10 ödül verilecektir: BÜYÜK ÖDÜL 10.000 € EDİTORYAL KARİKATÜR KARİKATÜR KOMEDİ ÇİZİM 1. Ödül 3.000 € 1. Ödül 3.000 € 1. Ödül 3.000 € 2. Ödül 2.000 € 2. w. Grand Prix, yarışmanın üç kategorisinde birincilik ödülleri alanlar arasından seçilecek.
D. Grand Prix'ye layık görülen eser sahibine sadece bu nakit ödül verilecek olup, bu ödül, kazandığı kategorideki birincilik ödülünün değerine eklenmeyecektir.
Ve. Ödül tutarları, ödül tarihinde yürürlükte olan yasal verginin mahsup edilmesine tabidir.
F. Ödüller kupalarla sembolize edilir ve diplomalarla tasdik edilir.
G. Mansiyon ödülüne layık görülen eserler madalyalarla sembolize edilecek ve diplomalarla belgelendirilecektir.
8. SERGİ VE ÖDÜL TÖRENİ Seçilen eserlerin sergilenmesi ve ödül töreni, 2025 yılının son çeyreğinde, daha sonra duyurulacak bir tarihte Portekiz'in Oeiras belediyesinde gerçekleştirilecektir.
9. KATALOG Sergilenmeye değer görülen eserlere sahip katılımcılara ilgili kataloğun bir kopyası ve katılım belgesi verilecektir.
10. ESERLERİN VE DİĞER SEVKİYATLARIN İADESİ a. Mansiyon ödülüne layık görülen yazarlara onları simgeleyen madalyalar gönderilecektir.
B. Yarışmaya katılan eserlerin asılları, sergide yer alıp almadıklarına bakılmaksızın, ödül veya mansiyon almış eserler hariç olmak üzere, eser sahiplerine iade edilecektir.
w. Reprodüksiyon yoluyla ihaleye sunulan eserler iade edilmeyecektir.
D. Yazar, eserlerin iadesi ve katalog ve belgelerin gönderilmesi için kullanılacak posta adresinin güncel ve eksiksiz ayrıntılarını, cadde, ev numarası ve diğer faydalı bilgiler, mahalle, posta kodu ve ülke bilgilerini kayıt formunda belirtmelidir.
Ve. Posta kutuları ve posta kutuları posta adresi olarak kabul edilmez.
F. WPC Oeiras 2025 organizasyonu posta yoluyla iade edilen siparişleri yeniden göndermeyecektir, bu nedenle yazarlar eserlerini yarışmaya gönderdikten sonra adreslerinde herhangi bir değişiklik olması durumunda bunu zamanında bildirmelidirler.
